Every download carries a licence. Personal covers your own non-commercial projects. Commercial covers client work, products for sale up to 5,000 units, ads and social. Extended covers high-volume runs, apps and games. Pro downloads are Commercial; Team downloads are Extended.

Yes. Every Pro and Team download carries the Commercial licence, which covers work you deliver to clients. Only one of you needs the licence; the client can't reuse the source files in a different project.
It stays. Anything you completed while subscribed is licensed forever. You can't start new projects with old downloads after your plan ends.
You can sell the thing you made with it (a finished resume, a website for a client). You can't sell the template itself, customised or not.
